Why this geography

A disparity study stands or falls on the market it measures. The Washington-Arlington-Alexandria metro is where Fairfax County draws the overwhelming majority of its vendors, which makes it the defensible relevant geographic market area. The map shows where firms, and diverse firms, actually are.

What the map establishes

The RGMA is a legal and statistical choice, not a convenience. It defines whose availability counts.

Fairfax County anchors the Virginia side of the market, but the diverse-firm base is spread across the District, Montgomery and Prince George's counties in Maryland, and the inner Northern Virginia jurisdictions. A study that drew its market too narrowly would understate availability and overstate parity.

The market area is validated against the County's own contract and vendor records, weighting each jurisdiction by the share of Fairfax spend it actually captures, rather than by raw firm counts alone.
